In my former job we had many Quantum 13Gb drives fail over the years.  In
this case the drives were not spinning up. One trick that saved user's data
for me several times was to replace the circuit board on the hard drive with
one from a similar drive. We used to keep a few spares around just for this
purpose.
I've tried freezing drives maybe a dozen times. I think it worked once or
twice. A couple hours in a Ziploc bag in the freezer.
