Usually, those siren like sounds are indications that the BIOS system
monitors are finding something that has gone beyond a particular threshold,
such as temperature, fan speed, voltage, etc.  Not infrequently, there is a
warning threshold and then a shutdown threshold.  The sort of situation you
described would seem to fit with a situation where the CPU was overheating,
for example.

You mentioned replacing the motherboard and the CPU, however, and yet you
still get this problem, which is a bit baffling, assuming that both were
installed correctly.  It doesn't sound like there is enough time to get into
the BIOS system monitor screen to see what the detected temps, fan speeds,
and voltages are.
