The name of the program is "Startup Cop" and it used to be a free utility from PCMag.com. PCMag has made its utility library a subscription thing now. You can download one program for $5.97, or subscribe for a year for $14.97 and download anything you want. They have so many useful utilities that I have an annual subscription. Startup Cop is one of their best, and is now Startup Cop Pro 2. If you do a google search for Startup Cop there may be a web site that still has that free version.
