 IMO this could be one of the reasons for your computer not booting.

 GENERALLY AND IN THE NORMAL COURSE all bios' are set to boot from floppy (though it actually boots from the hdd )and if at post the bios does not detect the floppy drive (if it detects you should get a brief led glow) then it may sort of freeze or not post at all.
