I've never owned one, but I'm pretty sure that the IC-37A is accessible. I
also believe that there was a speech board for that radio, but I don't
remember which one it used.
I went the Kenwood route for getting on 220 and bought a TM3530 which uses
the VS1 voice synthesizer and the TU7 PL board, both of which can still be
gotten without much difficulty.
