I think it is only the RS scanners that block private calls. I don't know
why either, since it is very easy to listen with an old fashioned
conventional scanner. I am often surprised by some of the things said in a
private call. Like "the key is behind the..." or "Use 1234" to bypass the
security" and so on.

You can with the Uniden BC250D. I don't know about the Pro-96, but with
the 250D in a Motorola system enter in talk group 700000 and go to about
701999 I think, I'm not sure, as it has beena while, but you also hear
phone patch calls for systems that allow it.
