Solution found!
Apparently the icon information for many of the start menu shortcuts are
stored in folders within the Windows\Install directory. Somehow, I deleted
many of these folders. I went back to my backup file and "resurrected" the
missing folders, and now my icons are back. It is good to have backups!

Umm... I do that all the time, year after year, over and over. All on the
same hardware in the same physical "box", changing only the old HD... So, I
know it works perfectly if the proper software is used to make the
move/transfer.
