Why are you reinstalling? Why Fdisk and Format?
What is the Operating system? XP CDs will boot, but others usually won't.
You should probably review the HP reinstall instructions at their web
site or in your manual. I suspect Format and Fdisk are not part of the
procedure. The volume control is not usually involved either.
I ran into a similar problem with HP recovery CDs once and solved it by
buying an XP install disk.
