Scott,

The Handihams cannot grant exemptions for code.  No one can, as the code is
a requirement for the General and Extra.  However, the code exam can be
modified to adapt it to the needs of people with various disabilities. The
level of adaptation is determined by each individual VE team for the
particular situation.
