I've only done it a couple times but was given a very enthusiastic yes, any
time each time and they even asked questions and expressed an interest, and
as you said, once there were a couple crew members that were active hams
themselves.

no! i have never been turned down. in fact, many ship's captains are
hams themselves, or one of the crew is.
