Toni, if you're using the headphones that come with a transmitter and you don't
monkey with the transmitter or antenna in any way that set is licensed by the
FCC to operate under low power etc. on a given frequency.  However, if you use a
ham transmitter you'r going beyond both the antenna restrictions as well as the
power restrictions set up for wireless equipment such as headphones and fm
transmitters.  You're also using equipment that was not licensed or intended for
that purpose.  Because it is ham equipment you are also bound by rules which
apply to hams which say that you cannot transmit music, run a radio station,
etc.  In order to comply with FCC rules you have to do so both with the
equipment and the power that you use as well as the antenna system you're using.
Additionally, you have to comply with the licensing requirements for use of the
particular equipment that you have regardless of how you set it up.
