putting the dual band antenna above the HF antenna  certainly is a much
better idea...the hf antenna would then act as a sort of ground plain...if
you run it in a dipole configuration that is.
even without an electrical connection to the ground portion of the dual band
antenna, the extra horrizontal antenna below it would help a little.

You might also consider a dual band dipole for VHF/UHF...they would be
fairly easy to build...a half wave dipole should work well on both
bands...this can be run in a horizontal configuration above the HF antenna.
If you run it a foot or so further up the pole you should be fine.
You can run the 2m/70CM dipole in an inverted V shape to make it omni
directional instead of having to rotate it to the station your listening to.
just be sure that the ends of the V are a ways above the hf antenna to keep
a good SWR on the dual band antenna.  Something this small shouldn't affect
the swr on your HF antenna a great deal.
There are allot of different options here.
