yeh, X amateur KG6IRO has been fined newmerous times and jailed for causing
interpherence by the representatives of the FCC or at least, agencies acting
in their stead.
There was one in north decota a few years back and i have heard of some
being fined but not jailed here in canada as well for operating illegal
power levels or on the wrong frequencies.
You will find allot more non-hams being fined or jailed for creating havoc
then you will find those who are licensed being fined or jailed...the latter
of course very very uncommon...
Ide not go as far as to say they are ham or radio terrorists..that seems to
be a readily spued buz term these days, used with such regularity that the
guy speeding down the freeway and giving the finger to an old man for
driving slow is labelled a terrorist for some reason.
terrorism is that which causes terror or the real and justified fear for
ones own life and or immediate sence of the lack of safety or
security...these last 2 of course are so extremely generalistic that they
hardly apply.
At any rate, i think most governmental agencies only have so much power to
do what they are expected and as i mentioned in an earlier post, we cant
expect them to use force if we dont want to create an anarchist society
where in the government rules unchallenged and with a totalitarian
principle.
Yes occasionally we find people who play the game and the system and get
away with bothersome activities for a while or even for a long time, but i
think that most people would much rather put up with some discomfort or
inconvenience then put up with government departments or agencies that are
given the overt authority or power to simply make someone disappear
forever...i say disappear for ever because people such as those who
regularly cause interpherence on the radio waves and seemingly get away with
it are not going to stop anytime soon and are just going to keep it up even
if they are jailed and fined...nothing will stop them short of a life
sentence and you just can not expect a democratic and freedom loving
government and society to put somebody into prison for life mearly for
causing irritation.  Especially when that irritation really only affect a
specific few individuals within that society...
If the FCC or any other government agency were given that sort of authority
then we would not have freedom of any kind and nothing would ever change or
progress because everytime someone or a group of individuals did something
that was considered irritating or inconvenient, they would be jailed or made
to disappear to aleviate that irritant.
Just my few cents worth on this one.
