Lowell:

What did you do when you came to the signiture step after you submitted the
initial form?

I clicked on a link that said "skip this step", and it thanked me for
submitting my petition, so I assume it got registered somehow.

I have Jaws, not Window Eyes here, but you may have had the same problem.
