Tomi,

Don't worry about jamming because you aught to purchase a radio which is accessible to you so then you will know the
frequency you are on.  The ladies and gentlemen here will help you with that side of the hobby.  I am afraid I cannot help
with the technician license as I am in Europe and we have different frequencies and regulations here.  I am sure that if
you keep studying, you will get the tech license soon.
