The FCC doesn't give a damn about much of anything that matters any more.
If they don't care about commercial radio and are overcrowding the FM band
with low power stations in essence trying to ruin the band just as they did
AM, where does that put ham radio on their priority list?  They could take
action against illegal operation, but they would rather pass the buck to the
clubs that have far fewer resources than does the FCC.
