  Can you tell us the site?  If it happens only with that site, I'd have to
assume that there's something special about the site (or its address) that
is triggering the dial-up.
  (Some applications can be configured to assume that a dial-up connection
needs to be established whenever the application is launched, but I don't
see any obvious indication that you use a different application to go to
that site than any others.)
