Mikael  format C drive then you can install win98-cd software. you can not install win98 on win98-se you require a win98se setup diskto reinstall seversion.

Hallo,

This issue concerns Windows 98SE. After a failure of starting windows
it is clear that I need to reinstall win98SE from Dos menu on a floppy
boot disk. There is a command called “extract” which can be used but I
would need some help because I am a beginner at technical computer
stuff.
   I have the win98-CD (not 98SE) and have tried to install that. After
a while an error message appears saing that “the installation process
cannot continue, the system needs an update”, or something similar.
How can I install windows again?
