I wonder if they could mean the "country code"...
Are you dialing ALL the numbers with the FAX machine
that you would if dialing manually?

It might be a good idea to block Call Waiting too, if you
have that. Usually,      *70    or   1170, and add a pause
or two between  that and the rest of the number, if you can...
