Sounds like something a software program could possibly do.  Did you do
a "google" search on the subject?
There could be several ways to word it.

What OS are you working with?

How about XP's disability help features?

Hi All,

Can anyone tell me if there is a way in which the number pad on a
keyboard can be changed so that for example; the number 7 can become a
"1" number 8 can become "2" number 9 can become "3" and so on much like
the layout of a telephone keypad. This is important for me to find out
as blind clients require this kind of keypad layout in their workplace
with a new system, any help would be much appreciated.
