I am not familiar with Flugger, my suggestion would be methyl methacrylate.
I think I spelled that correctly, it's been a long time since I worked with
that substance.  It will fill voids and should be able to be removed fairly
easily with tools.  Ruth

PS:  Tell me more about Flugger.  Do you think it would work to fill voids
in broken gravestones?
