Once when I put together a new PC, it also would not work properly. It turns
out after fiddling for a few minutes that the power supply AC input voltage
switch was set to 230V instead of the 115V needed for US. My face was red
for a few minutes, but changing the switch setting fixed it.

The power supply can appear to be working but still not put out enough
power.  It really sounds to me like either your power supply is bad or (as
others have mentioned) possibly your motherboard.  Another thing to check is
that nothing is shorting out the motherboard to the case.
