I think the "they" that has to face east is The Tentheads when they commune with The Deity, and not their south (or north) elevations when they're checking the tile.

My guess re: fixture orientation would be that the fixture should be installed on a north-south axis, rather than east-west, to avoid pissing off (or on) The Abovereferenced.
