I had a situation like you describe on an Antec case. I turned on the power
switch at the power supply and it briefly fired the fans and looked like it
might boot. At the point of exasperation, I pushed the on/off button in the
front of the case and it booted.

Hope it's a simple fix for you.

Turn on power. Case fans begin to turn, CPU fan spins up then everything
stops. Standby power light on mobo remains on. Fans have stopped. There are
no mobo beeps.
