Bob,

I would suggest you check the baud rate in the software.  See if it will
automatically step through the baud rates, or you may have to do it
manually.  My experience is only with Garmin GPS recievers, but Deluo may
be similar:  The reciever may have programable baud rate as well.

Also, check to see that nothing else is trying to use the serial port.  You
say that you have no other serial devices, but there may be something
lurking in the background, such as a mouse or PDA sync driver.

Go ahead and use a PS/2 mouse on that serial adapter and see if it works
that way.

serial cable (9-pin) to play with if that helps.
