  It shouldn't be necessary to touch the WinSock "folder" unless there's
some reason to believe it has become corrupted.

  Inside the network configuration somewhere should be a tab named
"Bindings", and under that you need to make sure that the Dial-Up adapter is
listed first.  (There are buttons labelled with arrows to change the order.)
 Removing and reinstalling Dial-Up Networking was an inelegant way to
achieve this.
