Check ALL your power saving settings anywhere you can find them.
Concentrate on the MONITOR ones, the BIOS ones, and work your
way into the Windows ones...
I usually turn off ALL power saving settings (everywhere) as a first step...
That will cure 95% of all problems like this...
When I am not here, the computer is OFF for security reasons, so power
saving is a "business as usual" thing for me...
