John,

I think the radio has different step sizes depending on what band you're
in.  For example, entering 1.030 goes to 1030 KHz on the AM broadcast band,
where the step size defaults to 10KHz unless you've changed it.  If you
entered something like 15.560, the step size would default to 5KHz.
