Hi Walt,

It sounds like you have toggled into ctcss encode/decode or the dcs mode.
Hit the number 7 till you hear the low tone and you will be in carrier
squelch.  That should fix the problem.  Just for your reference when you
toggle the 7 key the modes run in the following order starting with the low
tone:
carrier squelch, ctcss encode only, ctcss encode/decode, dcs
(encode/decode).
