14GB is plenty of room for XP. Why make it larger?
There is nothing built-in to XP that will change the size of a partition.
The only Microsoft-supported way of doing this is to delete both partitions
and re-install XP.
There are 3rd party products that can re-size partitions. Partition Magic
is the best known name.
