Perhaps you forgot to set the master/slave jumpers appropriately. Look and
make sure that both the CD and the drive are recognized by the BIOS to
eliminate this as a likely candidate.

Ok, I put a new motherboard into a new case I got, but put my old hard drive
from a totally different computer into the case. When I turn the power on
and the BIOS boots, after I change the settings to boot from the CD and exit
the BIOS, the computer will reboot and try to boot from the CD, it crashes,
the power turns off, and the mobo beeps, like beep...beep...beep, a single
beep about two or three seconds apart, and keeps doing that until you turn
the power supply off. So, what's up? Is my mobo not liking my hard drive, or
is it something else entirely?
