I can't speak in regard to a two meter single band portable but I do no for
a fact that the Kenwood TH-F6A is an extremely accessible ht.  A totally
blind person can select the frequency, mode dcs/ctcss, memories, and more.
All this is done through a series of beeps of different frequencies that
denote when different modes are selected and when scrolling through
displays.  The Kenwood is a great radio as far as accessibility.  It covers
144/222/440 MHZ as well as general coverage receive.  The programming
software works well with JFW.  Good luck in your selection of a portable.
