It is called winbt, and it is free at
http://www.wintrans-bt.org/
It works, but I am old fashioned and made a talking dos prompt for
vocal-eyes and dectalk express under windows XP, so didn't become real good
at this one.
The translation is as good as that from nfb trans, because this is just a
way of using nfbtrans from windows.
