I think it has to do with deliberately or ignorantely bunching low-carb and paleo with the most extreme Atkins-varieties. In Sweden the powers that be recommend at least 55% carbs, 30% fat tops and 10-15% protein. If you eat 20-35% carbs and 30% protein that might then seem like no carbs to some.
