Nope.  If it is purely a modem, it outputs the signal to the RJ-45 as well as
the USB port.

One function of a router, and hence the term "router," is that it directs or
routes the packets to the appropriate computer.  With a router, therefore, you
can have several computers or internet-enabled devices sharing the same
internet connection, and the router knows which packets to send to each
individual PC.
