If you're an ARRL member nenewal is free.

If you're using snail mail or online for that matter, the FCC says to renew
between 60-90 days before your license runs out.  You have two years to renew if
its run out without having to take the tests over again but you cannot transmit
until you get the new license if its run out before you renew.
