I am a registered VE with the ARRL VEC, and have been giving CW exams for a
number of years now.  I'm curious as to what their concerns are.  I don't
grade the exams--I just administer them, go over the ground rules, etc.

I also have prepared some Braille exams for visually-impaired individuals
over the years, and have never had anyone question anything.

If I can be of any help, just let me know.
