Hi there.
The easiest gui irc program to use with speech (although its rather
lacking in features) is the windows port of ircII
otherwise known as irciiwin.
I've heard tales that pirch isn't too bad to use, and that mirc is
positively disgusting. If the rest of mirc is anything to judge by, the
author believes he alone is responsible for defining any standards which
relate to the functionality of his program and therefore we can pretty
much forget it being accessable as well.
I personally still prefer to telnet to my unix box and run good old ircII
from there. No pretty graphics but rock solid performance.
