 Early Reading First (Federal Register: March 8, 2004 [CFDA#

Purpose of Program: This program supports local efforts to enhance
the oral language, cognitive, & early reading skills of preschool-
age children, especially those from low-income families, through
strategies, materials, & professional development that are grounded
in scientifically based reading research.
   Applications Available: March 8, 2004 (pre- & full
applications).
   Deadline for Transmittal of Pre-Applications: April 22, 2004.
   Deadline for Transmittal of Applications: July 1, 2004 (for
applicants invited to submit full applications only).
   Eligible Applicants: The term "eligible applicant" means the
following: (a) One or more local educational agencies (LEA) that
are eligible to receive a subgrant under the Reading First program
(title I, part B, subpart 1, Elementary & Secondary Education Act
of 1965, as amended (ESEA)), (b) one or more public or private
organizations or agencies (including faith-based organizations)
located in a community served by an eligible LEA; or (c) one or
more of the eligible LEAs, applying in collaboration with one or
more of the eligible organizations or agencies.  To qualify under
(b) of this paragraph, the organization's or agency's application
must be on behalf of one or more programs that serve preschool-age
children (such as a Head Start program, a child care program, or a
family literacy program such as Even Start, or a lab school at a
university), unless the organization or agency itself operates a
preschool program.
   Estimated Available Funds: $94,439,000.
   Estimated Range of Awards: $750,000-$4,500,000.
   Estimated Average Size of Awards: $2,500,000.
   Estimated Number of Awards: 21-125.

 Alcohol & Other Drug Prevention Models on College Campuses Grant
 Competition (Federal Register: March 8, 2004 [CFDA# 84.184N])
*******************************************************************
Purpose of Program: The Alcohol & Other Drug Prevention Models on
College Campuses grant competition provides awards to identify,
enhance, further evaluate, & disseminate information about models
of alcohol & other drug prevention at IHEs.
   Applications Available: March 8, 2004.
   Deadline for Transmittal of Applications: April 16, 2004.
   Eligible Applicants: Institutions of higher education (IHEs)
that offer an associate or baccalaureate degree.  To be eligible,
an IHE must not have received an award during the previous five
fiscal years under recognition programs (CFDA 84.116X or 84.184N)
prior to enactment of the No Child Left Behind Act of 2001 (NCLB).
   Estimated Available Funds: $750,000.  Contingent upon the
availability of funds, the Secretary may make additional awards in
FY 2005 from the rank-ordered list of unfunded applications from
this competition.
   Estimated Range of Awards: $50,000-$125,000.
   Estimated Average Size of Awards: $75,000.
   Estimated Number of Awards: 10.

 Technical Assistance & Dissemination to Improve Services &
 Results for Children With Disabilities -- Regional Resource
 Centers (Federal Register: March 10, 2004 [CFDA# 84.326R])

Purpose of Program: This program provides technical assistance &
information that (1) support States & local entities in building
capacity to improve early intervention, educational, & transitional
services & results for children with disabilities & their families;
& (2) address goals & priorities for changing State systems that
provide early intervention, educational, & transitional services
for children with disabilities & their families.
   Applications Available: March 11, 2004.
   Deadline for Transmittal of Applications: April 26, 2004.
   Eligible Applicants: State educational agencies (SEAs), local
educational agencies (LEAs), institutions of higher education
(IHEs), other public agencies, nonprofit private organizations,
for-profit organizations, outlying areas, freely associated States,
& Indian tribes or tribal organizations.
   Estimated Available Funds: $7,800,000.
   Maximum Award: We will reject any application that proposes a
budget exceeding $1,300,000 for a single budget period of 12
months.  The Assistant Secretary for the Office of Special
Education & Rehabilitative Services may change the maximum amount
through a notice published in the Federal Register.
   Estimated Number of Awards: 6.

 Training & Information for Parents of Children with
 Disabilities -- Community Parent Resource Centers (Federal
 Register: March 10, 2004 [CFDA# 84.328C])
*******************************************************************
Purpose Of Program: The purpose of this program is to ensure that
parents of children with disabilities receive training &
information to help improve results for their children.
   Applications Available: March 11, 2004.
   Deadline for Transmittal of Applications: April 16, 2004.
   Eligible Applicants: Local parent organizations.  The full
definitions of Local Parent Organization & Parent Organization are
provided in Section III, 1. Eligible Applicants.
   Estimated Available Funds: $1,000,000.
   Estimated Average Size of Awards: $100,000.
   Maximum Award: We will reject any application that proposes a
budget exceeding $100,000 for a single budget period of 12 months.
The Assistant Secretary for the Office of Special Education &
Rehabilitative Services may change the maximum amount through a
notice published in the Federal Register.
   Estimated Number of Awards: 10.
