There's a really good explanation for the cost...but, not as memorable. 
  Its kind of like the recent complaints about the foreign travel of NPS 
folks...300K or something...considering the number of employees, the 
level and variety of expertise and the dominance in their 
fields...sounds to me like the amount wouldn't have covered reasonable 
cooperation with Canada and Mexico.  Sure did not sound like junkets.
