The "Documents and Settings" folder contains the personal profile for an
account that was part of your old installation, and doesn't exist in the new
one.
  However, if you log into the new XP as the machine administrator, you
should be able to "Take Ownership" of the old "Document and Settings" folder
-- and, once you're the owner, delete it.
