Turning the clock an hour ahead or back doesn't reduce the amount of
darkness, it just shifts it.  in Cleveland, for example, at this time of the
year,  sunrise takes place at about 8 AM.  if we were on daylight saving
time, it wouldn't take place until 9 AM, and people would be commuting in
the dark.
