Probably not. IF your motherboard can do 133MHz clock (FSB), your CPU is
likely to try to go to about 3.2GHz rather than 1.24GHz. (This is called
"overclocking", and Pentium 4's don't really support that.) I don't think
you can permanently harm anything by trying, because it's such a jump that
it's unlikely to work at all....
IF your motherboard, CPU, and RAM would all support doing this, it would
speed up certain kinds of operations. But if you're concerned about the
time it takes to download a movie, the determining factor there is the
bandwidth of the connection you use, and supercharging your CPU will not
make any difference.
