Yes, there is and several suggestions have been given. I would like to know
which fan you're trying to make quiet. If it is the CPU fan you may find
cutting the power will fry the chip rendering your computer to toast.
Another question come to mind, how old is the system? If you have never
opened the case and cleaned out the dust from the fans, you may be surprised
by the outcome. If the suspected fan is making a squealing sound it's time
to replace the fan.

Several companies make fans. It is a matter of preference as to which one
will serve you best with the sound issue. Find one that has bearings rather
that brass sleeves. The later are cheap and do make more noise. Do a Google
search for cooling fans and choose the one that fits your budget and noise
requirements. There are cases out there that offer what is dubbed "The cone
of silence". Yes, this is taken from the old television show Get Smart for
those of you who may be old enough to remember.
