First thing I would check is if you can play "any?" CD-R from anywhere else...
You "should" be able to:

If you can, I would say it could be either a media problem (weak burns on the
CD-R discs due to the manufacturing process and chemicals used), OR
weak burns caused by the burner being "just out of specs" enough to matter.
OR, weak reads due to a dirty lens or other problem with the DVD player.
It can be a real pain to figure out which part of "the chain" is not working just
right...
