Actually, there are a few websites that do this, that have been
developed for special applications.  But think it through...

If you expect access to be provided by the website, then you will only
be able to visit those websites that provide scanning access.  That
severely limits the sites that the person with a disability can visit.
If you can put simple technology on the person's PC that will let them
access any page on the web, wouldn't that be better?

Consider that you can navigate most web pages using the tab key to move
between links and the enter key to activate the link that has focus,
on-board scanning is very simple.
