Yes, it is called NFB Newsline and is in about 38 or 39 states with over
160 newspapers.

He can call 1-888-882-1629 and there are instructions on how to sign up, or
he can call nfb at 410-659-9314 and ask for an application if his state
carries it.

I believe you are in New York, which if he is, it is a state.
