Does anyone know what this device is, and its intended use?

It operates from a 9 volt battery, has a volume control, and an on/off/speak
switch. There's also a short length of cable with a stereo mini plug on the
end.

When I press the speak switch, it says "error text" in an understandable but
muddy voice.

I acquired it in a box of radio junk, and have no idea about it. When I type
cap-tek into the search engine, I get more than I ever want to know about
tooth caps!
