I bought a custom made voice rotor readout back in around 1983 or so. The
guy who made it passed the voltage that drives the meter to an A-to-D
converter then had a speech board to verbalize compass headings from 0 to
359 degrees. It was a very expensive and custom made accessibility device
but it demonstrated that it could be done. It worked very well.

Some years back I bought a control box from Mosley that did have voice on
it. It worked with both the ham IV and the tailtrister. It has a keypad
and you input the beam heading then enter and it will go to the heading. I
don't think that they still make it but if you could find one they are very
nice. Mosley called them a Pro-search control. I have had mine for many
years and like it very much.
