Urge Your Representatives to Reject Budget Cuts



The Senate and House passed very different fiscal year 2006 Budget
Resolutions in mid-March and each is problematic to the disability
community.




Both Resolutions would make large cuts to entitlement programs affecting
Medicaid, Social Security Insurance programs, Temporary Assistance for
Needy Families (TANF), Title XX Social Services, Foster Care and
Adoption Assistance.  Key disability discretionary programs - including
HUD housing initiatives - could also see significant cuts.

UCP Texas Announces Integrated Section 811 Housing





United Cerebral Palsy of Texas unveiled Austin's first fully-integrated
public-private Section 811 housing project for people with disabilities
on March 5.  However, the Bush administration's fiscal year 2006 budget
proposal would slash Section 811 by nearly 50%, and entirely eliminate
funding for the development of new housing for people with significant
disabilities.

Isabelle Goldenson, UCP Founder, Dies at 84



With great sadness, United Cerebral Palsy announced the death of founder
Isabelle Charlotte Weinstein Goldenson last month.  Goldenson was a
prominent philanthropist, advocate and mother of a child with cerebral
palsy.  With her husband Leonard Goldenson, chairman of ABC Television,
she also co-founded the United Cerebral Palsy Research and Educational
Foundation.

Implications of No Child Left Behind Act Grow



Several states are attempting to remove children with disabilities from
the federal No Child Left Behind Act annual assessments, potentially
undermining efforts to evaluate the progress of students enrolled in
special education programs.

Music Therapy at UCP of Greater Birmingham


Every day at United Cerebral Palsy of Greater Birmingham's Hand in Hand
early learning program is full of singing, music and fun.  The 41,000
square foot learning center for children of all abilities is one of the
few schools in the state of Alabama that counts music therapy as part of
its curriculum.

UCP Michigan: Urban Sprawl Affects People with Disabilities



New research sponsored by the Michigan Land Use Institute and United
Cerebral Palsy of Michigan documents for the first time a pattern of
public investment that is encouraging runaway urban sprawl in the state
and beyond.  Sprawl can lead to signficant barriers to basic mobility
for people with disabilities.

"If adopted the overall Bush Administration budget for public housing
would be $1.575 billion below the level of funding in place when
[they]took office."





Rep. Barney Frank (D-MA),
at a hearing of the U.S. House Financial Services Committee on March 2.











"Before jumping head long into cuts to Medicaid, it is reasonable to ask
a bipartisan commission to fully examine Medicaid...

Today, a commission, not cuts, is in order."






Sen. Norm Coleman (R-MN), on the passage of the Smith-Bingaman amendment
to the Senate's FY06 budget resolution, on March 17.



Thanks to emails, phonecalls and letters from thousands of UCP
e-advocates, 52 Senators voted for the Smith-Bingaman amendment.
